In Karpinsk, of course, less. In my opinion, the answer is obvious. Wherever I live, I did not have to get used to something. Probably, due to the fact that Yekaterinburg is geographically not so far away, but working as the head of Karpinsk, I was a lot there, when I moved to Yekaterinburg, I did not even feel that I changed my place of residence.

Previously, he went to Yekaterinburg from Karpinsk at work, then from Yekaterinburg he often began to travel to other cities, including Karpinsk, that's the whole difference. It is clear that it was more interesting to me professionally in the ministry, it was the next step. But still, for 40 years in Karpinsk it is lived, this can not be dropped from accounts, so I always visit here, and if I can help, I always try to do it.

At 24, you became the chief engineer, barely stepping over 40, you are a deputy of the country's highest legislative body, and now-the vice-governor. Wasn't it scary at some point? This question is periodically asked for me - either colleagues or friends. I somehow did not look for work, she found me myself, and honestly I can say, not at all crawling, I did not ask for the State Duma or vice-governors.

It’s just that the leadership in certain circumstances stopped my eyes on me, they told me that it was necessary, and I, by virtue of character, and understanding the situation, did what was needed at one time or another. I myself expect from the subordinates this particular attitude to the case: if you work in the team, sometimes personal interests must be pushed aside.

Why did you make such a decision? The responsibility of the deputy is more moral, and the responsibility of the heads of municipalities, regions - both moral and legal. But, you know, from the deputies of the Duma of the sixth convocation, the past, 56 people went to work in the executive authorities. And this is explainable, people come to the Duma different-someone is already wise with life experience, with experience in various authorities.

And someone was elected, gaining popularity, fame among the people, by virtue of their profession, artists, for example, athletes, astronauts.

Why does their people choose? Including because there is no negativity to them, as, say, to officials, to people related to power. I do not want to say that it is bad or good. Law activity is very important, but this is a completely different work associated with a large number of meetings, the study of a huge number of documents, and various expert councils.

Most of the deputies finds himself in such work, here, as elsewhere, there is something interesting, something less interesting, but it is not as lively as in the executive branch. In the warehouse of my character, I like, live work closer. But everyone understands that people go with questions that are in the competence of the local administration. Does the State Duma deputy need to spend his time on this?

I’ll say more, and now, when I will be in the territories, I will also lead some techniques, because I clearly feel the lack of communication of power and society. And we have a lot of problems from this. The higher the level of the manager, the more capabilities he has. I can say on my own, questions about most appeals either partially or completely managed to solve, that is, this is not useless work, not only, which means talking to the people - this time.

Secondly, when people do not accumulate negativity at home, but they can come and say, and to some extent to get help, this is precisely the key to the foundations of any power. Here we consider some ratings of the party, we consider the ratings of managers-because they get out of this: how you feel about people, how you help people. It is clear that somewhere it is difficult, somewhere there is no way, somewhere I don’t want-we are all people.

But if you have come here, I mean these positions, this must be done. Here we take the work of the head of the municipality, why is it the most difficult in the whole hierarchy?Because he is closest to people, and work with people is emotional, because people are different, many do not go good, roughly speaking, their life left and so on. That's why it is difficult.

The municipalities are generally the ridge of Russia, Russian statehood - everything is basic, and good and bad, it is there. Whatever they come up with in Moscow, it will be realized in Karpinsk and Volchansk, specific people, and on how they realize it, this experience or negative will depend in many respects. Here, for example, garbage reform-perhaps it will give a plus, and we will see cleared, well-groomed cities, and we can meet people with a forks that will somehow attack these garbage trucks.

This is all very individual, and it depends on who fulfills these decisions. Therefore, I think that good specialists should work in the city administrations on a decent salary, so that they could ask them to hold on to their work and use their mind for the benefit of everyone. The question of personnel, he has not changed since Soviet times - the personnel solve everything: there is a person - there is a solution, there is no person - a problem.

Meanwhile, you entered the General Council. Are you linking your future with this party? I believe that objectively, whoever says there, and who would not be satisfied with his life, if the president would not create a party and people would not believe in it and did not go after it, today we could have a completely different country, with a minus sign. And the party at a certain historical stage played a consolidating role, respectively, today many issues that had not been resolved before, today their solution is possible due to the fact that there is a party of like -minded people.

It is clear that all people are different, each has its own vision, but if we agreed on something, this decision should be implemented. Therefore, I am in my work - both as a head, and as a minister, and as a deputy, respectively, I did not lose contact with the party. Now I’m not going to lose all the more, because, as you said correctly, I am a member of the party General Council, and, in addition, interaction with political organizations is included in my duties.

The world is very restless, and the tension lines intersect in Russia. Do you think we have enough strength, can we resist these challenges? I believe that we need to pursue a suspended policy, we should not, of course, to please someone else's interests to give our interests. On the other hand, it would be wrong to climb into a wound where this is not necessary.

In my opinion, mostly such a policy of our highest political leadership succeeds. The sanctions that are introduced against us, they do not depend on the fact that someone poisoned someone or someone ate something wrong. Everything is very simple. For example, they traded two kiosks with one product. One, not without the help of the owner of the other, burned down. They believed that everything, the competitor would never rise, and he suddenly stirred, and things were going well.

What to do? Of course, to interfere with rebuild, at least, do everything to tighten the construction. What our partners are doing. So far, Russia was not seriously perceived, there was no opposition from the West, and as soon as they realized that the patient was rather alive than dead, they began to include all the mechanisms - political, technological, financial.

And so, a number of countries that were ordered not to vote from behind the ocean, they did so. This, of course, is not good from the point of view of world stability, but what to do if you can’t rise in any other way. Either lie down and not to move and do everything that they will say to take their interests, or somehow. I think we are still tangled. We accepted the surplus budget for Y, Y, Y, for the first time in three years, we have good income, stably moderate inflation, that is, by and large, those macroeconomic indicators that exist, they inspire optimism.

So I repeat once again: national interests should be in the first place. It is clear that this is due to the pension reform and so on. But the work of any politician or leader cannot consist only of good, popular solutions. Well, of course, we can say: I am against everything bad for everything good. It’s good, and no questions, but these are not a responsible position.

It must be understood that there are decisions that need to be made, even if they do not like some part of the population, possibly even most of them. But if we don’t accept them today, tomorrow it will be even worse than even more people. That is, sometimes you have to choose not between good and bad, but between bad and very bad. As a person, I, too,, of course, against pension reform - well, which of the rational people wants to work longer and not receive money?

But, on the other hand, today we spend three trillion rubles from the budget, filling the pension fund, and three years later, if nothing is changed, you will need six trillions. We will pump half the federal budget to the Pension Fund in order to pay pensions, and at the expense of what to build schools, kindergartens, roads and so on? We have already approached the fact that we have one pensioner for one worker, and earlier this ratio was four to one.

There are a lot of reasons, and when you look on paper, all this is clearly visible. It is clear that everyone looks through his prism, but we have no right to do this. Therefore, of course, a painful process, but from January of this year, pensioners will receive an increased pension - we sent all the savings to the pension fund, and they will receive a pension more than before the reform.

Slowly this issue will somehow be left, although this is a fall in the ratings, including party. We will work to be restored, by other, good deeds, to prove that the future for a consolidated position, we have something to offer people, so that they were at least the support that was, we were returned to us. Washing in the soul is a vital good? Or is the vital life to fly to the Maldives?
