Dyatlova Kaliningrad biography
This is offhand. Do you even like rain? This is not the weather, this is a state of mind. When you go outside, you need an umbrella. And in this way you can fence off from the whole world. And then you can let someone go under your umbrella when you go together. After all, this is the highest degree of trust - to give your companion the opportunity to go next to you.
Therefore, rain is good. But you can, of course, talk about other things that you like in Kaliningrad, believe me, there are a lot of them. I went to the school here, I graduated from the Kaliningrad Technical Institute of Fisheries and Economy, or rather, I entered the institute, and was already issued from the university. In Soviet times, there was a currency store nearby.
Until the age of 14, I lived in a house that took the windows on Kalinin Avenue, to the park, which is now called South, and earlier - the name of the Flight of the Komsomol. We collected chestnuts and acorns there. I went to practice at the Bandaar-Front Plant. I ran to watch films and cartoons at the October cinema, but more often - to the house of culture of the Tar plant, because it was cheaper, cost 10 kopecks.
I went to a chess-step school, which was located in the basement of one of the houses on Bagration Street. I visited the library on Bogdan Khmelnitsky Street. This is a story related to Kaliningrad. In the same way as the institute and everything that happened next. I never left Kaliningrad. Previously, the winter was frosty, remember? And the tram, it didn’t go, and you run to school on foot - through the Moscow Avenue, through the island, through the bridges of the Truma in Kaliningrad, Elena Dyatlova promised.
You still have warm memories, and what is the opinion of the present - does Kaliningrad need a tram? The question is - will I be the head that will kill the Kaliningrad tram? But you need to decide how to relate to it. Either as a cultural and historical object, or as a means that today can fully participate in the work of public transport. These are two completely different approaches.
If we say that the tram today is a full -fledged element of the city transport system, then there should be a renewal of tram tracks, the purchase of new trams, laying tram lines in new residential microdistricts - so that they really become effective. If the tram is a cultural project, then the route that we have left, it is the only one, we put it in order, which also requires considerable means, and we say that this is a story.
And we are treated in the same way as to the houses of culture, to libraries and so on, that is, we do not require economic efficiency. These are two different approaches. You need to look where you can make the dedicated lines. To make this project economic. This is the work that we need to go through and decide all the inhabitants of Kaliningrad. This is the same philosophical question as a pavers.
I think you ask: “And what is the Kaliningrad paving stones”? I drive by car, on asphalt, of course, it is more pleasant to drive. But he is ready to tolerate, because paving stones are our chip. And in the cities of Russia there is almost no left. It is impossible for a sole solution, it will be wrong.
I would like to have an open public discussion and accounting of the opinions of the inhabitants of Kaliningrad. Do you need paving stones, for example, on Mira Avenue or on Telman Street? Definitely the paving stones must be removed where it is an obstacle to the intersections of the intersections, as is already done on Bagration Street. Everything else is taking into account the opinions of the inhabitants.
But not indiscriminately - you are for the paving stones or not, but specifically. Here, for example, is a terrible paving stones, which is located at the intersection of Victory Avenue and Kutuzov Street, is it needed? Is this a paving stones? That is, you need to watch every specific situation. In the historical areas of the city, the paving stones should be an obligatory element of the landscape.
Imagine what it is for tourists. But you need to understand another thing. Today we are very constrained by the revenue part of the budget. It’s like in a family - you may want a lot, but you live in the income that you have. I want to repeat that I have a Kaliningrad as a living organism. The city is not just roads, lighting points, squares, buildings, these are people who live here.
This is a difficult object for management. When we are talking about plans, we understand that the budget is the document that really determines the true goals of any activity. Defines true goals. They are defined only in the budget law. Any manager can tell an arbitrarily for a long time that he is for the development of environmental transport and so on, but if the law on the budget does not have an article on the acquisition of this transport, then everything else is empty conversations.
Only the budget law defines true priorities. Therefore, the budget of Kaliningrad, which was accepted, socially oriented, there are 62 percent of the costs of a social. The budget was not formed by me, I did not make cardinal changes, I think it was wrong - the team worked. Therefore, in the event of certain tasks, we will be adjusted in the year. But the first task I would like to fill the profitable part as much as possible.
Today we live in the income that we receive from working enterprises. And, despite the fact that business support is a government mandate, we must be very careful about entrepreneurs. Otherwise, we will not get personal income tax, property tax, land tax, and so on. In any case, increasing the profitable part is the most urgent task. At the same time, we will look at what reserves we have, where we can expand the property of property privatization, where we need to work tightly with the tax authorities in order to eliminate the arrears of taxes that we have.
And only when we form the profitable part, can we talk about the consumable. And here, I want to emphasize that the help of the Government of the Kaliningrad Region - subsidies, subventions, and budget transfers. After all, you understand that the great construction that we see today in the city is impossible at the expense of our own profitable sources. You need to understand: taxes and fees that go to the local budget are too few for our comfortable happiness.
As you like, you can relate to it, but this is a fact. Planting a platanist alley near the House of Soviets. And, as I understand it, a “comfortable city” is one of the key provisions of your strategy. Is that so? I never thought as much about Kaliningrad as in the last month. I managed to do something at the previous place of work, especially in preparation for the World Cup.
This is the reconstruction of the city’s road network, the construction of new streets on the Oktyabrsky Island, the East Estacade, the completion of the construction of the second renal bridge, which rested on the house on Moskovsky Prospekt, the reconstruction of high and wooden bridges and so on. This was done with my direct participation, and I understand this question well.
I knew and I know such a city of Kaliningrad. But today I look at the city differently. Today I see in it the historical part, the center built up with panel houses, new quarters on Aksakov and on Selm. I see a large imbalance even in social facilities. So I never looked at the city. But the children of the old school, as they went to it, will go. And there will be no pool, there will be no new chemistry classes and so on.
This does not mean, of course, that they will receive the worst education. But such an imbalance exists. Are the old ones somehow updated? I also studied, of course, in an old school and I think, there was little changed there today. Desks, board, chalk ... - No, there has changed, there will be repairs, there will be teachers, the standard of education is the same. But the material base is different.
I have not asked myself so many questions, as it is now, and one person is not able to answer them. Here take the question of renovation. Does Kaliningrad need renovation?
